Malaysian Chinese Assembly Hall Youth League – Promoting Youth Awakening Movement
The Malaysian Chinese Assembly Hall (MCAH) Youth League, also known as the MCAH Youth League, is one of the vital arms of MCAH. While being part of the MCAH, the Youth League also maintains its own autonomy and unique way of operating.
The main mission of the MCAH Youth League is, of course, to nurture new blood and contribute to the Chinese community. However, its functions are diverse and include:

Promoting unity and cooperation among Chinese youth organizations, as well as fostering friendship and mutual support among youths of all ethnic groups.

Developing physical fitness and cultivating virtues among youths.

Instilling the values of serving society and loyalty to the nation.

Providing a platform for youth交流 (interaction and exchange).

Cultivating future successors and nurturing responsible leaders.
The Youth League was established alongside the MCAH. Any male or female member aged 40 and below, upon joining the MCAH, automatically becomes a member of the Youth League.
The MCAH Youth League is not a closed-off organization. It actively maintains close ties with youth organizations across various states and with civic NGOs, working together to inspire greater social awareness and community contribution among Chinese associations.
The performance of the Youth League indirectly influences the future development of the association. In addition to supporting the MCAH in its initiatives, the Youth League also plays an important role in nurturing future leaders.
Over the past 20+ years, the Youth League has organized numerous activities, bringing both entertainment and valuable knowledge to the wider public.
Youth League Organizational By-Laws

Name:
The full name is “Malaysian Chinese Assembly Hall Youth League”, abbreviated as “MCAH Youth League.”
Headquarters:
Located at the Malaysian Chinese Assembly Hall (MCAH) or other approved premises.
Objectives & Missions:
In alignment with the mission of MCAH, the Youth League aims to achieve the following:
a. Promote unity and cooperation among Chinese youth organizations and foster friendship and mutual support among youths of all ethnic groups.
b. Develop physical fitness and cultivate virtues among youths.
c. Instill the spirit of serving society, loyalty to the nation, and raising political awareness among youths.
d. Safeguard and promote democracy and human rights.
Membership & Procedures:
a. Applicants must complete the MCAH membership form. Once approved by the MCAH Council, they automatically become members of the Youth League.
Rights of Members:
a. Entitled to participate in all Youth League activities.
b. Entitled to attend MCAH general meetings with equal rights as other MCAH members.
Council Organization:
a. The Youth League Council is appointed by the Youth League President, with up to 18 members, holding the following positions:
Duties & Responsibilities:
a. President – Represents MCAH externally under the authority of the MCAH President and Secretary-General; supervises internal affairs; attends MCAH meetings; presents work plans and reports; chairs the Youth Council. In case of resignation, a new President must reappoint up to 18 members within 7 days.
b. Deputy President & Vice Presidents – Assist the President. In absence of the President, the Deputy President assumes the role; if both are absent, a Vice President assumes duties.
c. Secretary – Handles daily administration and executes resolutions. The Deputy Secretary assists and acts in absence of the Secretary.
d. Treasurer – Manages all Youth League finances, monthly accounts, and prepares the MCAH annual budget.
e. Working Groups – The Council may form task forces when necessary.
f. Resignation of Council Members –
i. Any member absent three consecutive times without valid reason or leave letter is deemed resigned.
ii. The President may reappoint members to fill vacancies.
g. Amendments and proposals must be submitted three weeks before the Annual General Meeting.
Council Meetings:
a. Held at least once every three months, with one week’s prior notice by the Secretary.
b. Meetings execute AGM resolutions and manage general affairs.
c. The President or Secretary may convene special meetings when necessary.
d. Members wishing to attend must notify the Chair and receive Council approval.
Amendments to By-Laws:
a. All amendments must be approved by MCAH before becoming effective.
b. MCAH may instruct the Youth League to amend its by-laws when necessary.
